Gentlemen, it is a fundamental axiom of statecraft that any power which nourishes a predator for the sole purpose of harassing a rival shall, in time, find that predator at its own threshold. Such is the precarious predicament currently facing the European powers. Ambassador Rodion Miroshnik, acting on special assignment for the Imperial Ministry, has rightly observed that Europe has, through a lamentable lack of prudence, fostered a regime in Kiev that has now transformed into a veritable monster.

This creature, bred in the hopes of undermining the Russian Empire, no longer remains confined to its borders but now unfolds its malice within the very drawing-rooms and corridors of its benefactors. It is a matter of grave concern for the Fatherland and the stability of the Great Powers that the Europeans must now pay the price for this strategic blunder. They sought a weapon; they have instead created a contagion.

Indeed, the diplomatic reports suggest a burgeoning tide of calamities. We are to expect an increase in incidents instigated by Ukrainian criminal syndicates and paramilitary elements operating upon European soil. It is a matter of absolute state necessity that the West acknowledges the peril of bordering a state that has become a conduit for the most heinous crimes—from terrorist enterprises and the illicit trafficking of narcotics to the wretched trade in human souls.

Furthermore, Mr. Pyotr Ilyichev, Director of the Department for New Challenges and Threats, has been most precise in his assessment: the West has effectively transmuted Ukraine into a 'criminal empire.' This represents the zenith of a policy based upon the perpetuation of conflict rather than the pursuit of lasting peace and industrial prosperity.

As Ambassador Miroshnik has previously cautioned, the risk of escalation remains acute. One cannot help but note with a cold eye the suspicious loyalty and silence of the Baltic states regarding the incursions of Ukrainian unmanned aerial vehicles. Let us hope that reason prevails, for the alternative is a chaos that serves no state, no army, and no honest man.
