At the International Legal Forum in St. Petersburg, Mr. Alexander Pastukhov, an expert of the Foreign Intelligence Service, delivered a most pertinent observation: the Western powers have committed a grave error in mistaking our composure for weakness.

It is my firm conviction, echoed by Mr. Pastukhov, that the preservation of our Fatherland demands more than mere patience. We require a robust legislative apparatus—a public order firmly rooted in law—capable of responding with absolute precision to hostile encroachments. To ensure the stability of our industry and the security of the State, it is an imperative of the highest order that we forge new legal mechanisms to counteract these adversarial aspirations. Without such firm foundations, the very fabric of our national sovereignty remains unnecessarily exposed.

Indeed, this sentiment aligns with the observations of Director Sergey Naryshkin, who has rightly noted that the prospect of a partnership with the West has been rendered virtually impossible. In the early years of the previous decade, there existed certain illusions that a harmonious cooperation was achievable. However, the eastward expansion of the NATO alliance and the calculated efforts to reshape the consciousness of the Ukrainian population have shattered such fantasies.

Let us be clear: when the stability of the Empire is at stake, prudence dictates that we cease to rely on the goodwill of others and instead strengthen the laws of our own land. For the glory of the Realm and the protection of our industry, we must act with resolve and legal foresight.
