The fog of bureaucracy has descended upon the Khanty-Mansiysk District Court, leaving the proceedings against Mrs. Oksana Semenova, the former mistress of migration affairs, in a state of utter confusion. For the second time, the magistrate has tossed the indictment back to the prosecutor's desk, declaring the paperwork a shambles.
"The act is drawn in defiance of the Code," the court records cry. It is a scene familiar to any veteran of the Old Bailey: a clumsy attempt by the Crown's men to secure a conviction, only to be tripped up by their own ink.
Mr. Ivan Anisimov, the legal counsel for the accused, whispered the sordid details to our correspondents. It seems the prosecutors, in their haste, utterly forgot to notify a certain 'victim'—a poor foreign labourer. This unfortunate soul's details were allegedly traded by Mrs. Semenova to one Shermakhmad Norov, the director of the 'Norstroy' firm, like a common coin in a gin palace, merely to confirm if the man was permitted to step foot upon our soil.
The whole wretched affair has been dragging on since July of 1824 (by the local reckoning). The charges are as grim as a London alley: the taking of bribes to grease the wheels of residency permits and the squeezing of pennies from her own subordinates. At first, she was kept under house arrest, though later the court saw fit to merely restrict her movements.
By July of the following year, the gavel was nearly ready to fall. Yet, in a fit of sudden greed for a harsher sentence, the prosecutor begged to upgrade the charges. The files were returned for a fresh scrubbing. The trial flickered back to life in June of 1826, only to vanish once more into the prosecutor's office two months later.
Meanwhile, fortune has smiled upon the other rogue in this drama. We previously reported that the Cassation Court showed a surprising mercy to Norov. Where once he faced four years of hard labour in a strict regime and a fine of two million rubles, he now walks free on a conditional sentence of three years and nine months, with his fine shorn down to 1.7 million. A lucky escape indeed, fit for a man with the right connections!
