Comrades! Cast your gaze upon the latest decree emanating from the State Duma. Under the pretense of 'improving housing conditions,' the ruling classes have devised a new mechanism: the Housing Savings Contract. From the first of January, 1827—or rather, the distant future they promise—the simple worker is invited to surrender his hard-earned pittance to the banks in special deposits.

One Mr. Alexey Govyrin, a mouthpiece for the interests of the petty bourgeoisie, dares to proclaim this as a 'vital step' in the development of mortgage lending. He speaks of 'discipline' and 'economic activity.' Truly, a most cunning phrase! What is this 'discipline' but the systematic coercion of the proletarian to hoard his crumbs while the great monopolies reap the harvest?!

Observe the cruel terms of this arrangement: the worker must lock away his funds for no less than three years. Only after a year's toil may these sums be used as a down payment for a mortgage—which is, in essence, nothing more than a lifelong yoke of debt. The usurers promise insurance up to ten million rubles, a pittance compared to the vast fortunes they extract through exploitation. Should a worker be denied a loan or change his mind, his funds remain held captive for eighteen months, while the banks continue to gamble with the sweat of the poor.

Furthermore, the law grants the banks the 'right' to provide loans for the 'improvement' of housing. Let us call it by its true name: the expansion of the financial capital's empire! The terms, they say, shall be determined 'individually.' This is the ultimate triumph of the monopolist—the power to dictate terms to the desperate, ensuring that the usurers' profit is secured while the laborer remains a tenant in his own life.

Is this not the very essence of capitalist greed? To offer the worker a glimmer of hope for a roof over his head, only to bind him in chains of interest and credit. The bourgeoisie does not seek to house the people; it seeks to turn the basic human need for shelter into a perpetual engine of exploitation!
