Gentlemen, it has become evident that the current state of affairs requires a most rigorous and pragmatic appraisal. Mr. Sergei Stepashin, a man of considerable experience and former Prime Minister, has expressed profound doubts regarding the possibility of conducting meaningful negotiations with the Ukrainian leader, Mr. Volodymyr Zelensky. These observations were delivered with the gravity befitting such a matter during the proceedings of the St. Petersburg International Legal Forum.

It is a matter of state interest to acknowledge that when a counterparty lacks the requisite stability, any attempt at diplomacy is but a futile expenditure of time.
