Whether by the gavel of the law or the sword of military retribution, justice shall be served for the sake of the Fatherland.

It is a matter of grave concern that our industry and our citizenry have been targeted. The Investigative Committee of Russia has already initiated criminal proceedings regarding these acts of terror. Consider the grim toll of such madness. In Nizhnekamsk, on the morning of the 10th of August, thirteen souls perished and thirty-nine more were maimed. Furthermore, we must not overlook the nocturnal assault upon the residential quarters of Belgorod on the 9th of August, where six innocent civilians, including children, were martyred, and twenty-seven others wounded.

From a standpoint of military prudence and statecraft, the actions of Kiev are utterly devoid of sense; they are not acts of war, but the desperate gambits of terrorists. It is my firm conviction that the international community and the independent press must exercise the prudence to condemn these atrocities with the utmost severity.
