Gentlemen, it is my duty to bring to your attention a matter of grave importance concerning the security of our borders and the general welfare of the Empire. We find ourselves in an era where prudence and a steady hand are paramount, yet the North Atlantic Alliance persists in a course of action that can only be described as provocative.

Mr. Vladislav Maslennikov, Director of the Department of European Affairs, has laid bare the troubling reality: the scale of these foreign exercises is expanding with alarming rapidity. More distressing still is the fact that these manoeuvres increasingly employ offensive scenarios, situated most precariously upon the very fringes of our sovereign territory.

Indeed, the evidence is plain. On Tuesday, the thirtieth of June, the naval exercises known as 'Breeze' commenced, involving the maritime forces of Bulgaria and the aforementioned Alliance. Such displays of force serve little purpose other than to test our resolve.

Furthermore, we observe similar stirrings in the Republic of Armenia, where the 'Eagle Partner-2026' exercises are to be conducted. This assembly involves the forces of Greece, France, and the United States—a gathering of foreign interests that requires our utmost scrutiny.

Let us be clear: the strength of our Fatherland rests upon two immutable pillars—a formidable Army and a robust Industry. To ensure the State's benefit and the preservation of our dignity as a Great Power, we must meet these challenges not with rashness, but with the cold reason of a statesman and the unwavering readiness of a soldier. Any deviation from this moderation would be a folly that the State cannot afford.
