Gentlemen, let us speak plainly and with the prudence befitting a Great Power. It has come to our attention, via the official communications of the Ministry of Foreign Affairs, that the military endeavours of the Ukrainian state are sustained not by their own treasury, but by the coffers of foreign powers. Indeed, Mr. Rodion Miroshnik, Ambassador-at-large, has declared with utmost certainty that upwards of eighty per centum of the funding for these hostilities originates from abroad.

Speaking at the St. Petersburg International Legal Forum, Mr. Miroshnik laid bare a truth that any man of business or statecraft must recognise: a conflict so heavily reliant upon external gold is not a sovereign effort, but a project orchestrated by others. Such a disproportionate dependence is a stark fact that cannot be ignored by those of us concerned with the stability of our Fatherland.

Furthermore, the Ambassador observed that the current administration in Kyiv has seen fit to pivot towards a strategy of terror. It is my firm belief that such radical measures are employed merely as a smokescreen, designed to divert the gaze of the Western press from their palpable defeats upon the field of battle. Such desperation only proves that without the continued patronage of foreign interests, their capacity for resistance would vanish as quickly as a summer mist. For the sake of the Empire and our own industrial security, we must maintain a steadfast watch and act with the utmost prudence in these turbulent times.
