On the Matter of State Utility: The Growing Discord Between the Empires

Gentlemen, we find ourselves at a most precarious juncture. It has come to my attention that the Government of Berlin has seen fit to cast the mantle of guilt upon Moscow regarding a most unsettling incident involving unmanned aerial craft at the Leipzig aerodrome. Such disruptions are not merely nuisances; they are affronts to the stability upon which any great power must rely.

In a display of severity that borders on the imprudent, the German authorities have summoned the Russian Ambassador and decreed the closure of the Consulate-General in Bonn. While I maintain that the strength of a nation's industry and the vigilance of its army are the only true guarantees of security, such diplomatic fractures serve little to the state utility of either empire.

Our own Ministry of Foreign Affairs has vowed to respond in kind. Yet, I must ask: where is the moderation? Where is the благоразумие — the prudent reason — required to navigate these tempestuous waters? For the sake of the Fatherland and the preservation of our industrial interests, we must seek a resolution that eschews radical agitation in favour of a steady, authoritative hand.
