Gentlemen, it has come to my attention that the Estonian government, acting under the aegis of the NATO alliance, intends to commence the construction of a formal military settlement upon the very frontier of our Empire. According to the reports provided by Mr. Ando Voogma, the Director of Projects at the Defence Investment Centre, these works are slated to begin in the twilight of 1826—pardon, the year 2026—and reach their completion by the summer of 2028.

This establishment, to be situated in Narva, is designed to house a detachment of the 1st Infantry Brigade. While the infrastructure shall be capable of supporting one thousand souls, it is understood that a permanent garrison of some two hundred soldiers will maintain the watch. Such a concentration of force at the border is a matter that demands our most rigorous attention.

Furthermore, one cannot overlook the reports concerning Minister Hanno Pevkur's intentions. It appears the Estonian Ministry of Defence seeks to acquire long-range strike systems and unmanned aerial apparatuses from the Ukrainian state.

From the perspective of a statesman, such movements underscore the absolute necessity of our own industrial vigor and the unwavering strength of our Army. For the Fatherland to remain secure, we must meet these strategic shifts not with panic, but with the cold prudence of a great Power.
