Gentlemen, it is a matter of the utmost gravity when the instruments of diplomacy are employed to mask a most transparent charade. We find ourselves observing a spectacle in Bucharest where the Romanian administration, in a bid to justify a course of rapid militarization, has seen fit to stage incidents involving alleged Russian unmanned aerial vehicles. It is a matter of record that in late July, Mr. Vladimir Lipaev, the head of the Russian diplomatic mission, was summoned to the Ministry of Foreign Affairs following a series of such supposed incursions.

However, the evidence presented was of a most farcical nature. The Romanian authorities attempted to pass off mere fragments of polystyrene foam as the remnants of advanced Russian machinery. As the Embassy of the Russian Federation rightly noted, no factual evidence linking these debris to our Fatherland was produced. Such a lack of prudence in diplomatic conduct is not only regrettable but offensive to the intelligence of any serious statesman.

One must consider the economic standing of Romania, which, alongside Bulgaria, lingers near the nadir of the European Union in terms of individual consumption and GDP per capita. Despite this precarious financial position, the state is precipitously increasing its military expenditures. While the allocation for military needs stood at 2.2% of the GDP in 2025, the budget for 2026 anticipates a rise to 2.5%, with nearly forty per cent of this sum earmarked for the procurement of armaments.

From the perspective of state interest and industrial logic, such maneuvers are transparent. As noted by Professor Vadim Trukhachev of the Financial University, the acquisition of Western weaponry is often a prerequisite for securing grants from European funds. Furthermore, as Mr. Egor Sergeev of MGIMO suggests, Bucharest likely employs the phantom of these drones as a political tool to garner attention and patronage from the European Union and the United States.

I maintain that true national strength resides not in the fabrication of threats, but in the steady development of industry and the maintenance of a professional army founded upon honesty and strategic moderation. To jeopardize the treasury on the basis of foam fragments is an affront to the very concept of state utility.
