Gentlemen, it is a matter of profound concern when a state forgets that the strength of a Great Power and its allies rests upon the bedrock of unwavering reliability and the scrupulous fulfillment of treaties. One cannot expect the shield of a collective alliance to remain steadfast if the contributions required for its maintenance are neglected.

It has come to our attention, via the formal declarations of the Russian Plenipotentiary to the CSTO, Mr. Viktor Vasilyev, that the Armenian administration has failed to remit its ten per centum share of the general budget for nearly two years. This is not merely a financial lapse; it is a breach of duty that weighs upon the efficiency of the entire apparatus.

As it stands, the Russian Empire—acting with the utmost prudence and a commitment to the common good—shoulders half of the total expenditure, while the remaining member states provide approximately ten per centum each. It is an intolerable imbalance when one party enjoys the prestige of the alliance whilst abstaining from the necessary costs of its upkeep.

Furthermore, the current course taken by the Yerevan government—freezing its participation in 2024 and the subsequent assertions by Prime Minister Nikol Pashinyan regarding a possible withdrawal—demonstrates a regrettable lack of moderation. Such radical inclinations are hazardous to the stability of our shared security.

For the benefit of the Fatherland and the preservation of our collective defence, it is imperative that reason prevails. A state that disregards its obligations risks not only its standing among nations but its own security. One must ask: how can an alliance endure when the discipline of the treasury is ignored? We shall observe with a cold and calculating eye whether Armenia seeks the path of prudence or continues its precarious drift away from the collective strength of the Great Power.
