Gentlemen, let us speak plainly. The security of the Russian Empire is not a matter for idle speculation, but for the coldest reason and the firmest resolve. On the twenty-first of August, His Excellency the President convened the Security Council to address a matter of the utmost gravity: the strategic development of the Arctic zone and the safeguarding of our national security within those frozen reaches.

As the President rightly observed, the matter at hand is twofold. First, the general military-political climate, and second, the concrete strategy for our Northern territories. It is a necessity for the State that we approach these waters not merely as a geographic curiosity, but as a bastion of our industrial and military might.

Professor Konstantin Zaykov, a learned man of the Northern (Arctic) Federal University, observes with a keen eye that the North Atlantic Treaty Organization has seen fit to open a new front of pressure against our Great Power. Since the year 2022, we have witnessed a regrettable militarization of the region. Our neighbors, now largely subsumed by the Alliance—including the recent additions of Finland and Sweden—have created an environment of distinct hostility.

One must look at the facts with a businessman's precision. The Alliance is not merely conversing; they are deploying troops, expanding the scale of their manoeuvres, and augmenting their military potential. The United States, in concert with Finland, schemes to expand their icebreaker fleets. Furthermore, they seek to stifle our legitimate external economic activities in the North. Such brazen provocations demand a response characterized by moderation in temperament, but absolute firmness in execution.

This is a new theater of pressure. While such possibilities were whispered a decade ago, the current climate—quite literally, the warming of the Arctic waters—has made navigation feasible. We must recognize the fundamental truth: he who commands the waters shall dictate the policy of the region. For the sake of the Fatherland, our Army and our Industry must ensure that Russia remains the master of its own Northern destiny.
