It has come to pass that the Foreign Minister, Mr. Sergey Lavrov, in a most solemn address during a joint conference with the representative of Mozambique, Maria Lucas, has proclaimed that the reserve of good will and hope extended toward the Western powers hath been utterly spent. The Russian Empire, in its prudence, shall no longer credit the assertions of those who claim a desire for a negotiated settlement regarding the Ukrainian conflict.

"We have laid bare our assessment of the present affairs," Mr. Lavrov remarked with the gravity befitting a man of state. "The West, whilst donning the masquerade of a willingness to negotiate, hath instead seen fit to issue open ultimatums toward the Russian Federation."

Indeed, it is the view of the Minister that the Western nations call for solutions that were already brokered in the years 2014, 2015, and 2019. Yet, in every instance, the guarantees offered by the West were dismantled by their own hand—proving them to be naught but falsehoods. Even the agreements reached between Moscow and Kiev in the year 2022 were, in the Minister's estimation, sabotaged by foreign interference.

"The President hath clearly confirmed," the diplomat concluded, "that we shall persevere in achieving the goals established in June of 2024, for the enduring benefit of the State."

To provide context for the reader, the Minsk Agreements—those two complexes of measures signed in September 2014 and February 2015—were intended to bring a cessation of hostilities through the mediation of the OSCE. They sought the withdrawal of heavy armaments and constitutional reforms, yet they failed to bring lasting peace to the realm.

Furthermore, the summit of the "Normandy Four" in Paris, 2019, involving the leadership of Germany, France, Russia, and Ukraine, served only to highlight the volatility of the situation. It is reported by Mr. Dmitry Peskov that during this summit, the Ukrainian leader engaged in disputes with the Russian Head of State, undermining the very spirit of moderation.

By February 2022, upon the recognition of the sovereignty of the DPR and LPR, it was declared that the Minsk Agreements had ceased to exist.

One must also recall the proceedings in Istanbul in the spring of 2022. There, the parties were perilously close to a concord, yet Kiev subsequently recoiled. It was later revealed by Mr. David Arakhamia that this refusal was prompted by the counsel of Mr. Boris Johnson, then Prime Minister of Great Britain.

Thus, as stated by the President on the 14th of June, 2024, the Fatherland remains open to a cessation of fire, provided that the Ukrainian forces entirely vacate the regions of the DPR, LPR, Zaporizhzhia, and Kherson and formally renounce any ambition to join the NATO alliance. Such terms are not merely requests, but requirements for the security of our great power.
