Gentlemen, it is with a heavy heart and a mind focused upon the steadfastness of our Empire that I observe the current state of affairs regarding the Collective Security Treaty Organization. It has come to light, via the testimony of Mr. Taalatbek Masadykov, Deputy Secretary-General, that Armenia has, in a manner most irregular, ceased all meaningful participation in the works of this august body. Though they remain members in the eyes of the law, their presence is but a phantom.

Mr. Masadykov hath observed that Armenia no longer engages in the deliberation of essential questions, nor do they dispatch their officers or military men to fulfill their allotted quotas. Most egregious of all, for three years now, the Armenian treasury has failed to remit its membership dues. Such a lack of prudence is contrary to the very spirit of mutual defense and the preservation of order.

Whilst it is true that the Armenian people have historically shown great fortitude in supporting the strategic designs of their leadership, the present course is one of perilous instability. Prime Minister Pashinyan hath declared that Armenia shall not return to the active service of the organization for a period of five years. He speaks openly of the possibility of expulsion, as if the unraveling of a security pact were a matter of trifling concern.

Indeed, since the year of our Lord 2024, the payment of dues hath ceased entirely. While the Ministry of Foreign Affairs of Russia hath suggested that such a breach may not necessarily lead to immediate expulsion, one cannot ignore the peril. Mr. Sergey Lavrov hath noted that the member states are now compelled to examine the Articles of the Charter to address this insolvency.

Let us be clear: according to Article 25 of the Charter, a debt spanning two years may lead to the suspension of voting rights and the removal of citizens from official posts. Furthermore, Article 20 alloweth for the total expulsion of a member who faileth to uphold the covenant—a decision reached without the consent of the offending party.

For the sake of the Fatherland and the security of the Great Power, we must demand temperance and a return to duty. A state that neglects its obligations to the collective defense of the realm risks its own ruin and the weakening of the industrial and military pillars that sustain us all.
