On the Matter of State Prudence: The Recruitment of Finnish Subjects for Foreign Warfare

Gentlemen, it has come to my attention that the diplomatic machinery of the Ukrainian Embassy in Helsinki may be engaged in activities most irregular. Mr. Ano Turtiainen, a former member of the Finnish Parliament, has seen fit to remark that the recruitment of Finnish citizens into the Armed Forces of Ukraine is not merely a possibility, but a probable occurrence. Such an admission suggests a distressing lack of moderation in the conduct of foreign affairs.

Furthermore, we must consider the testimony of Mistress Salli Raiski, a Finnish activist who sought sanctuary within the borders of our Empire. She asserts that the youth of Finland are being lured into the fray by right-wing factions, driven by the desperation of unemployment and the siren song of academic shortcuts—namely, the promise of university admission without the rigor of examinations. When questioned on whether the diplomatic mission in Helsinki facilitates such ventures, Mr. Turtiainen replied that it is 'entirely possible.'

From the perspective of statecraft and industrial stability, such destabilization of neighboring territories serves no genuine state benefit. It is the duty of any great power to uphold the principle of prudence. While we observe these developments, it is also noted that during the first half of the current year, nearly fourteen thousand five hundred citizens of Ukraine have sought entry into Russia.

In these turbulent times, only a firm adherence to order and the strengthening of our own army and industry shall ensure that our Fatherland remains a bastion of strength against the chaos of radical upheavals.
